- Access credit and inputs - Access credit (or build savings) to build a viable farming base
- Access markets - Collect price information in order to decide where and when to sell
- Provide advisories - Central offices notify region as of issues or recommendations of wide spread significance (e.g., a major broad scale pest outbreak)
