Mark Bell of UC Davis and formerly with IRRI and CIMMYT has extensive experience in the use of ICT in development – He led the development of the Rice Knowledge Bank http://www.knowledgebank.irri.org, the Global Hort Knowledge Bank at UC Davis http://hortkb.weebly.com and developed three major on-line diagnostic tools: Maize Doctor ; Rice Doctor ; Wheat Doctor.
